One way to increase the affordability of a child's basic need of diapers is to not tax them. Sales tax is 8.25% here in Texas. That might be the difference between a family's being able to afford the $1,000 annual cost of diapers for one child or a baby sitting in a soiled diaper for too long to stretch their diaper supply. House Bill 221 proposes to do just that, along with rolling back sales tax for another important need: feminine hygiene products.
